Message:

Secretary Granholm, Department of Energy efforts to set an official standard for “clean” or “differentiated” gas risks providing cover for the continued expansion of fossil fuel infrastructure that will put our climate goals out of reach. “Natural” gas is mostly methane, a potent greenhouse gas more than 80 times stronger than carbon dioxide at warming the planet. Methane pollution is an unavoidable part of the extraction, transport, storage and burning of gas. Independent analysis has repeatedly shown that the industry’s methane problem is much larger than it admits, or than government agencies realize. Given the growing concerns about methane pollution and the rapid expansion of the gas system, there’s been a proliferation of third-party companies that claim to monitor the oil and gas industry and “certify” that they’re taking steps to reduce their methane leaks. Recent reports by Earthworks and Oil Change International show that at least one of the largest “certified gas” companies has missed major methane pollution events, calling into question whether these programs are accurately monitoring the problem. Even if oil and gas producers were able to reduce all of their methane pollution, climate science shows there’s no room for continued buildout of gas. Energy modeling experts like the International Energy Agency are calling for an immediate pivot from gas to clean electricity — including no new oil and gas drilling as of 2021 and no new gas furnaces installed by 2025. Recent reporting by Reuters indicates that the Department of Energy is considering weighing in on the issue by setting an official standard for “certified gas.” This would amount to an official government stamp of approval on the use of gas, paving the way for more fracking, pipelines and destructive gas export facilities that pollute the air and water in Black and Indigenous communities on the Gulf Coast. Already, industry giants like ExxonMobil and gas utilities like Washington Gas have been advertising their use of “certified gas,” and using the idea to lead the public to believe that continued gas build out is environmentally friendly. Please abandon any efforts to set a standard for “certified gas,” and instead work to implement stronger methane regulations, help ensure that the oil and gas industry has a credible plan for winding down the production and use of gas, and support policies that further hasten the expansion of clean electricity.
